Allow multiple issues to be closed from a commit message

As requested, this is a new FR spawned from http://feedback.gitlab.com/forums/176466-general/suggestions/4935173-closing-issues-from-anywhere-in-commit-message

I would like the ability to close multiple issues from a single commit message, MR or not. As of 6.6.5, only the 1st issue referenced as fixed gets closed.

As a suggestion, maybe we can support a format like this to list multiple issues in a single line.

e.g. the regex "^(fixes|closes) #[0-9]+((,? and|,)? #[0-9]+)*"

would accept these strings:

closes #5
closes #5, #6
fixes #5 #6 #7
fixes #5, #6, and #7

(a caveat of this would be incorrectly accepting lines like, "If a future commit fixes #5, #6 would become obsolete", but there are ways to mitigate this as well)
